BPA's Commercial Sector Lead Sees Energy Efficiency as a Northwest Value

Ray Hartwell’s career has taken him from coast to coast over the past ten years, but he hasn’t strayed too far from his roots in conservation. As commercial sector lead for BPA’s energy efficiency programs, Hartwell is charged with setting the strategic direction BPA will pursue through its customer utilities to implement the Sixth Power Plan. The Northwest Trade Ally Network fits neatly into this strategy, as business owners and property owners throughout the region look to energy conservation as a way to reduce operating costs and improve their bottom line.
The Virginia native spent his early career in Oregon and the West doing river and commercial fisheries conservation work. After a detour to NYU for a graduate degree in public policy, and a stint teaching environmental economics, he found his way back to the Northwest and to BPA. Because Hartwell helps design the wholesale BPA energy efficiency program policy that supports utility customers and trade allies, he works closely with both to understand their priorities and needs in implementing these programs.
“Energy efficiency is part of making a strong Northwest,” said Hartwell. “Through the trade ally network, we have a huge opportunity to catalyze efforts among utilities and with the trade allies in order to safeguard our Northwest resources and way of life.”
